The answer is (3), WHEN THE SUBJECT OR MOOD CHANGES. What we’re describing is most appropriate for longer-length videos, where multiple concepts or subjects are being deployed. It’s bad enough that YouTube videos of almost ANY length uses on piece of rat-a-tat music, usually a phrase of music that’s loop-able. But it will drive your audience nuts. This is a hangover from the Flash days, when flash was only capable of playing one piece of music under it’s animations or video stream (unless of course you prepared a piece of audio that had music changes in order to defeat the one song per rule of Flash.
But we all make videos now, and the expectations are different.
Music changes keep the audience interested, provide pauses to allow the audience to absorb information, and move on to the next concept.
Most music libraries (or at least many) charge an “all -you-can-eat” subscription fee, so you don’t have to pay for every cut you download.

There’s a lot of good libraries. Investigate and see which ones allow you the most freedom to download. It’ll be worth it– creatively.
